Same Challenges, Fresh Perspective
Strengthening Manchester's social and physical infrastructure is the key to continued success. To do that, we must invest in three areas: education, infrastructure, and community building.
-
Lift Up Our People
Housing for young families and professionals that’s actually affordable.
Tax relief for seniors that lets them age in place.
Sustainable, long-term plan for our most vulnerable community members.
-
Fully Fund Our Schools
Highly-qualified, fully supported educators who create caring and engaging environments.
Healthy, well-rounded students who reach their full potential and achieve their dreams.
Investing in the next generation of changemakers and leaders.
-
Invest in Our Infrastructure
Fully-funded infrastructure—paved streets, accessible sidewalks, multi-modal transit, and connected
neighborhoods.Fully-staffed vital city departments, including Police, Fire, Public Works (streets, parks, trash).
Affordable energy options that bring down the cost
of utilities.
The list may be long, but Jess has a plan!

Explore a Senior Housing Trust Fund-Other cities have done it, and we can, too. A Senior Housing Trust Fund would enable those on a fixed income to not fear being taxed out of their homes by enabling the city to cover any property tax increases. This is something we must explore.
Develop Manchester City Housing—Let's build houses! Rather than auctioning off homes or lots, let's build housing where the City gets to decide the details, instead of the developers.
Encourage Transitional Housing-People need help. Sometimes, jumping straight into traditional housing isn't the best next step. We need more transitional housing for folks moving out of homelessness or rehab to get a roof over their heads and the supports they need to succeed.
Support the Homeless Engagement Center-There will always be homeless, but we should strive as a community for that period of time in someone's life to be as brief and limited as possible. The Homeless Engagement Center provides a central location for people to receive the supports and resources they need to regain control over their lives.

We have kicked the can too far down the road. A tax cap budget on a previously underfunded budget doesn't add up. We need to put our money where our mouth is and invest in public education.
Move Services In-House-Creating an in-house Transportation Department has proven effective in streamlining services and increasing reliability of timely buses. We can apply this model to other areas of our school district.
Encourage Parental Involvement—It's been proven that when parents are involved, students do better. Parents should feel empowered to advocate for their child's needs and participate in their public school experience (volunteering, attending PTA meetings, chaperoning field trips, etc.).
Prepare Locally for Anticipated Needs. Let's be real—the Feds are making cuts to public education and so is the State. Those needs will fall on local government to fill; we need someone forward thinking to anticipate when and how to do that.

Make Manchester Accessible to All: Roads and sidewalks that allow easy travel, no matter your ability. Bike lanes, connected rail trails, and increased public transit routes to connect every neighborhood in all four corners across the city.
Discover Grants to Fund Capital Improvements: They're out there! Capital improvements (like sidewalks and roads) can be expensive to fund, but there are grants to help off-set those costs.
The Department of Public Works provides valuable services for our every day citizens (trash removal, snow removal, maintenance of parks and facilities, etc.)—it needs to be fully funded! Currently under-staffed and under-paid, we don't just need these services, we appreciate them, too! And when we leave tax money on the table, we watch these critical services degrade.
Prioritize Public Health and Welfare: Often, the first stop for people in a bind is City Welfare. We need to ensure City Welfare continues to have what it needs to help Manchester's most vulnerable. Public Health intertwines with the welfare of Manchester. While they already accomplish a lot with very little, let's capitalize on this, and see what else they can do when they have the backing of the city!
